Legacy modernisation

We let agencies build new services now, while legacy systems are retired step by step.

Most government legacy systems cannot be replaced in one move. We put API facades in front of them so new services can be built now, move workloads in stages to sovereign or government cloud, and migrate data with reconciliation at every step.

Cloud moves follow national rules on government data: federal and emirate cloud policies in the UAE, and the NCA's cloud cybersecurity controls and the cloud-first policy in Saudi Arabia.

What we deliver

  • API facades

Stable APIs over mainframe and legacy systems, so new services do not wait for replacement.

  • Staged cloud moves

Workloads moved in planned stages to sovereign or government cloud, within national data residency rules.

  • Data migration

Records migrated and reconciled in waves, with the source kept as the reference until sign-off.

What to have in place first

Every change to a public service is accountable, so these points are best settled with the programme's steering committee first.

  • An inventory of legacy systems and their interfaces exists, even if incomplete.
  • The data classification of each system is known.
  • The approved cloud options for your entity are confirmed.
