Platform implementation

Oracle Cloud for Government

We implement Oracle Cloud for government entities that need finance, HR and public-facing services on in-country cloud regions, with budgets, approvals and records kept under the entity's control.

Oracle runs public cloud regions in both the UAE and Saudi Arabia, so the first task is to confirm which Fusion applications and OCI services each region offers for your scope, and whether a dedicated option such as Oracle Alloy or Dedicated Region applies. The work then centres on government finance and HR in Oracle Fusion Cloud ERP and HCM: budgetary control, commitments and purchase approvals that follow the entity's delegation of authority.

Fusion is configured through its setup and maintenance offerings, with configuration packages moving setups from test to production. Reports are built in OTBI and BI Publisher for Arabic and English output, and extensions sit outside the core in Visual Builder or on OCI, so quarterly updates leave them intact.

Where your enterprise architecture team works to a framework such as TOGAF, to the architecture standards of your digital government authority in the UAE or to the DGA's National Overall Reference Architecture (NORA) in Saudi Arabia, we record architecture and integration decisions in the same format, so vendor roadmaps can be reviewed alongside your own standards.

How we implement Oracle Cloud for Government

Design, build, integration and run-state support, with each decision recorded for your steering committee.

  • Blueprint and governance

The chart of accounts, the budget control structure, approval hierarchies and the hosting region are agreed with the finance department, the digital government team and internal audit before configuration.

  • Budgetary control and commitments

Budget accounts, control levels and funds checks set up so purchase requests and contracts are checked against the approved budget before they commit any money.

  • Integration with national platforms

Oracle Integration flows to national identity, payment and government service platforms, with each interface tested in the relevant authority's environment.

  • Employee self-service

Oracle HCM self-service for leave, letters and approvals in Arabic and English, aligned to the entity's grades and allowances.

  • Hypercare and managed support

Oracle Fusion applications take quarterly updates, so each one is tested against your configuration, extensions and integrations before it reaches production, and between updates we monitor integration errors, approval delays and budget exceptions.

When Oracle Cloud suits a government entity

Oracle Cloud suits entities that want finance and HR on one SaaS suite with firm budget control, and need in-country hosting from a vendor with cloud regions in both the UAE and Saudi Arabia.

  • An approved chart of accounts and budget structure
  • Documented delegation-of-authority rules for approvals
  • Confirmation of the Oracle region and services available for the scope
  • Finance and HR staff who can test each quarterly update
