Digital governance in government and the public sector

We set up digital governance so leadership can see whether each programme follows the standards that apply to it.

Most of the work is agreeing the rules before writing them: who owns each decision, which national standards apply and what evidence will show compliance. We then set up the policies, the decision forums and the measures that show leadership whether digital programmes follow them.

Government entities work to national digital government standards, with Arabic-first services and public accountability for every change. Service owners, policy and planning departments and government IT need each decision recorded in a form that internal audit and the digital government authority can review. In the UAE, TDRA's digital government policies and emirate programmes such as Digital Dubai set expectations, and in Saudi Arabia the Digital Government Authority's standards and SDAIA's data management and personal data rules.

After stabilisation we hand over to your teams or keep running the service with you.

Alongside sector regulation, we often map delivery evidence to cross-industry baselines such as the UAE Information Assurance Regulation issued by TDRA, the NCA Essential Cybersecurity Controls in Saudi Arabia and the NIST Cybersecurity Framework, which many risk reviewers already use.

What the work covers

We design, deliver and stay until operation is stable, with evidence your procurement and risk teams can rely on.

  • Policies and standards

Digital, data and service standards written for your organisation, each with an owner and a review cycle.

  • Decision forums

Terms of reference for the boards that approve digital investment, architecture and data sharing.

  • Compliance measurement

Indicators and evidence that show how each programme meets the standards your regulator or authority sets.

  • Digital government frameworks

We align delivery with the standards of the authority that oversees your entity, such as TDRA and the UAE Information Assurance Regulation, or the Digital Government Authority and the NCA Essential Cybersecurity Controls in Saudi Arabia, and plan sign-in through UAE PASS or Nafath where services use them.

  • Data governance

Data ownership, classification and sharing rules set out for each data domain.

  • Portfolio oversight

A view of digital programmes against the standards, reviewed by the decision forums on a set cycle.

Signs you are ready to start

Digital governance is ready to set up when leadership agrees who decides on digital investment and data, and is prepared to enforce the rules.

  • The service owner and the contracting route for the programme have been agreed.
  • Leadership has named who owns digital governance and which national standards apply to you.
  • The forums that will approve digital investment and data sharing have been named.
