EPM, FP&A and corporate performance in government and the public sector

We build planning and consolidation models that finance can run each cycle without rebuilding spreadsheets.

Performance management platforms replace the spreadsheets behind budgeting, forecasting and consolidation. Most of the work is in the model itself: the dimensions, drivers and approval steps finance will rely on each cycle, and the data feeds from the ledger.

Government entities work to national digital government standards, with Arabic-first services and public accountability for every change. Service owners, policy and planning departments and government IT need each decision recorded in a form that internal audit and the digital government authority can review. Groups with entities in the UAE and Saudi Arabia often consolidate in more than one currency, and corporate tax in the UAE and zakat in Saudi Arabia shape parts of the model.

We hand over with runbooks and training, and can stay on under agreed service levels.

Alongside sector regulation, we often map delivery evidence to cross-industry baselines such as the UAE Information Assurance Regulation issued by TDRA, the NCA Essential Cybersecurity Controls in Saudi Arabia and the NIST Cybersecurity Framework, which many risk reviewers already use.

How the work is organised

From design to stable operation, with the evidence programme steering committees, internal audit and the digital government authority ask for.

  • Planning model design

Dimensions, drivers and versions designed with finance, so budgets and forecasts can be built and compared each cycle.

  • Ledger and data feeds

Scheduled loads of actuals from your ERP and other sources, reconciled to the ledger.

  • Close and reporting

Consolidation, approval workflows and management reports set up around your reporting calendar.

  • Digital government frameworks

We align delivery with the standards of the authority that oversees your entity, such as TDRA and the UAE Information Assurance Regulation, or the Digital Government Authority and the NCA Essential Cybersecurity Controls in Saudi Arabia, and plan sign-in through UAE PASS or Nafath where services use them.

  • Workforce and capital planning

Headcount, cost and capital plans linked to the financial plan, with drivers finance can explain.

  • Scenario modelling

Alternative scenarios built from the same model, so leadership compares options on consistent numbers.

Checks before you start

A planning programme is ready to start when finance agrees the planning structure and has a cycle in which to run the new model alongside the old one.

  • The data that may be shared with other entities has been agreed in writing.
  • Finance has agreed the planning dimensions and the reporting calendar the model must support.
  • Finance has chosen the cycle in which the new model will run alongside the old one.
